Percent by weight: the ARTG gives each active in mg per gram, and 10 mg/g is 1%. This entry gives amounts per mL, so the figures marked ≈ are by volume (100 mg/mL is about 10%); by weight they would be a little different, depending on the product’s density.

We read “for the body” from the product’s name. “Depends on use” means the amount is under that option’s number, but the option only covers face and hand products (and, for option 3, products for people 18 and over), and the register doesn’t say which this is.
